In Australia, commercial use of virtual fencing is now allowed in all jurisdictions. In the second half of 2025, governments in New South Wales, Victoria, South Australia and the Northern Territory implemented new regulations to permit responsible virtual fencing systems of cattle, in accordance with robust animal welfare protections. This allows Australian farmers access to technology to increase farm productivity while caring for their animals. Halter actively engaged and consulted on these regulations, and continues to work closely with state, territory and federal governments, animal welfare groups, farmers and industry to help farmers adopt high quality virtual fencing and herding technology.
Tasmania - Halter is available and serves more than one third of the state’s dairy herd. Halter complies with the Tasmanian Animal Welfare Act 1993.
New South Wales - Halter is available, as at December 2025. The New South Wales Government passed new regulations to allow responsible virtual fencing and virtual herding providers to operate. Halter is rapidly growing and excited to serve beef and dairy farms.

Victoria - Halter is available, as at February 2026. In December 2025 the Victorian Government passed new regulations to allow responsible virtual fencing and virtual herding providers to operate, and in Februrary 2026 Halter became the first Virtual Fencing system approved for use. Halter is rapidly growing and excited to serve beef and dairy farms.

South Australia - Halter is available, as at July 2026. In December 2025 the South Australian Government passed new regulations to allow responsible virtual fencing and virtual herding providers to operate, and in July 2026 Halter became the first Virtual Fencing system approved for use. Northern Territory - In 2025, the Northern Territory amended its legislation to allow responsible virtual fencing to operate. Halter is now operating in the Northern Territory and is excited to servce beef farms.
Western Australia - We expect that Halter will be approved and available to serve Western Australian farmers in spring 2026.
